Clutch pedal wont depress

Three possible reasons. This only applies if your system is hydraulic. Your master cylinder for clutch system has seized. your slave cylinder has siezed. or your clutch throw out bearing has seized inside the clutch.
If your clutch system is manual or cable driven then your clutch has failed. Or your cable has frayed inside its housing and grab the side of the housing but this is not likely.

More info like year make model how many miles are on the car what was done recently how many are on this clutch, if you just replace the clutch. If this is original clutch.. all of this would have helped answer your question.

No muffler. Will it pass emissions test in Wisconsin?

Mufflers are noise suppressors only (and in some cases may retard the exhaust flow) but will not affect the emissions readings. If the catalytic converter is removed or is not functioning that will affect the emissions readings.

What are symptoms for bad brake booster on 1998 Dodge Ram 1500?

Hard brake pedal when applied with the engine running. A quick test for the vacuum assist booster is to shut off engine, pump brake pedal 3 or 4 times and hold on the last pump, start engine and see if pedal drops a bit....if you detect a problem with booster you should check for adequate engine vacuum supply to booster when idling . You can sometime hear a hissing or air leaking when applying brake pedal with engine running if booster is defective

1999 dodge ram 1500 pick-up. 5.2 liter, 318 2

indicates that the vacuum actuator is not shifting the ratios when the vacuum level drops off when a certain vacuum level is reached in the inlet manifold, the actuator makes for the change and if that is not working properly then what you describe happens run the fault codes first to determine if other sensors like the VSS, TR or TCM are fully operational as well but as the transmission is changing well after that , it will not be a transmission problem

How hard is it to install pickup coil in the

The pick-up coil/stator is easily replaced in a dodge distributor, and once you have removed the distributor cap and the ignition rotor, then just dis-connect the wire connector from the pick-up coil/stator and lift it straight up and out of the distributor, and the distributor does not have to be removed or dis-assembled to replace the pick-up coil/stator. There are two alignment tabs on the pick-up coil/stator that will match up with the distributor cap when the pick-up coil/stator is properly installed. Here are two images to help assist you.
