Thought that the turbo boost
Could be a few things, check your hoses first to make sure none are loose, if so tighten. Second your turbo could be restricted (worn bearings, bent fins, not enough oil to turbo) any of these could cause the issue. third your computer controls the boost, If the other 2 are good your computer is another place to start. The ecu may be in need of a reflash (reload and updates of factory software). You could also have worn or bad injectors and could also be a fuel problem. All of these affect hp and driveablility. You should start by getting a basic tune up and scan of codes to determine if the computer has any codes stored that may lead you directly to the problem easier then going the long route

I installed new wiper blades
That's normal if the windows are very dry or until a few uses of the news blades will break them in. Try squirting washer fluid on the window the first few times until they smooth out
Can't get rear license plate lamp covers off
The manual says switch off the lights and disconnect the battery. Then "Open trunk lid. Press and slide license plate light outward and remove". The photo shows that there is a clip on the side of the light away from the center, and a notch that fits the body on the side towards the center. So what you are doing is pushing the light holder towards the side of the car far enough to compress the clip and get the notch past the metal, then the inner edge of the light hold should lift out. To install, just put the notched end in first and the press the outer edge until the clip snaps into place.
Oil and filter change
Jack it up and then put jack stands under the frame. You really need to purchase a good floor jack and 2 jack stands if you wish to change your own oil. This will allow you easy access to the underside. There is only one way to actually change the oil and filter.
2001 e320 cdi stops after using half tank of fuel.
I'd say either the gauge is wrong or your pickup tube on fuel pump has a hole in it, about half way up. i believe you have access from luggage compartment. Disconnect battery & pull it out & have a look.
Horn only works intermittently.
most likely the horn rotoating contact ribbon (known as a "clock spring contact") under the steering wheel is defective, this is a usual symptom of this problem

sometimes you have to turn the piston to get them to go back in they have slots in the piston for a tool that you use the turn it back in .

It means that there is a diagnostic code saved in the car's engine computer. You have two choices:
1) Go to the dealer and have them pull the code and tell you what is wrong. This may be a little expensive, depending on what the code is and how much searching they have to do on the engine to determine the cause of the code.
2) Get your hands on an OBD II (that's a roman numeral two) code reader and, following the instruction manual for it carefully (you could do some serious electronics damage by misusing it), pull the code. You will have to copy down all of the information it provides, and then look it up on one of the OBD II code sites on the internet.
My car has thrown a P1136, which I pulled using my code reader. I looked it up on the internet and found out, through anecdotal evidence, that it was "likely" to be a vacuum leak. I cleared the code and it came back a week later.
I had the TT in for its 100K service last week and had the dealer check it and find the cause for me. It was $165 charge, but I now know that a cheap-*** little piece of plastic in the PVC system is cracked . . . replacement cost ~$300, including labor.
