Bulbs are usually not interchangeable as the wrong type won't fit. Find the bulb type by removing one of the old ones. replace both of the low beams at the same time. If you buy two of the same variety and they are the right bulb number (H7 is a style of low beam) they are okay to use, Change in pairs so beam color and bulb life are the same.

It could be a faulty fuel pressure regulator or a dirty air filter, or distributor cap- rotor- wires-plug problem. If a fuel pressure test indicates 60-66 psi with the key on- engine off and doesn't drop after the pump quits I wouldn't think it would be a regulator problem.

From everything that I could find on the 09 Lexus IS 250 it just has a sporty (aka stiff) ride which helps in handling when driving it like a sports car, but at the same time it can make for a rough ride for normal everyday driving. Unless you are willing to drop some serious $ to change out the suspension there really isn't much else that you can do to help the ride. i would say that you can't take the tire pressure down any more than you have.
