Are you talking about impact sensors? Two are located on front right and left frame support. They are accessible from the bottom but its easier to take the bumper off to gain easy access to them. Another two are locates on bottom of B pillar around the area where the driver and passenger seatbelt tensioners are. You have to remove the door seals and plastic cover of the B pillar to gain access to them. Last two are mounted below C pillar behind the seat back cover. You have to remove cushion and back piece to gain access to them. Some people say there are versions without the sensors under C pillar tho, but I worked on one that had those sensors.

If the remote is damaged the car might not start. If battery in remote is dead it also might not start. However, there should be a key fob slot somewhere inside the car ( usually around the driver side knee area or inside center console ). I never worked on a 2013 Accord so I don't know the exact location, but your Service Manual should show you exactly where it is located. From my experience with Nissan dead key fob has to be in slot for car to start. Lexus/Toyota you have to tap push button START/STOP couple times with the remote fob for it to start.

as the car of 2013 should still be under manufacturer warranty, it is best to check the service book or with your honda dealer. Usually it needs trans fluid change around 100,000 miles.

The wrench tells you that you need an oil change, or other servicing. You can check in your user manual for the procedure. For my Honda vehicle, I hold the odometer reset button until the wrench starts flashing, then I release the reset button for a fraction of a second, then press it again until the wrench turns off. You will need to hold it for about 10 seconds at first, before it starts flashing. You might need to have the ignition switch on, without the motor turning.

I might be wrong but if it does have idle air control should be suspected. If you turn a/c on with engine running, one fan should turn on. Check for power at that fan first.

The problem with code P1399 is that it a random misfire where the ECM can't tell from where or why. Even the mass of information on the internet can't come to a common conclusion. What you could do is join one of the Honda Forums and post there because someone there may have had the same issue. The forums are often shadowed by Honda mechanics who may have seen this before.
