If your parking brake is on/set they don't come on until it's off. That's how my 08 Si works. Otherwise, check fuse box (not sure if it's under the hood or under driver side dash) or the bulbs themselves may need replaced. Barring that broken wire ight be the last culprit. Work in the order i wrote, basically easiest to hardest to fix/troubleshoot.

Should look for the bumper shocks and remove which ever is easiest, remove bumper then remove cover , replace cover and reinstall bumper, watch out for wires and clips might hold cover to side plastic.

I recommend doing a leak down test. It could be valves or blow by. Also try cleaning the idle air control valve (IAC-V), the exhaust gas recirculation valve (EGR), and fast idle valve (if it has one).

relay usually is in the fuse boxes or under steering wheel compartment.

You need to have the codes read. If your key has a built in FOB, try changing the battery first. Could be the key,receiver, wiring, or security module.

Check module for DRL.

Underhood fuse box

Could be dirty battery post connections, not allowing alternator to charge battery...hope this helps.

Have you checked the brake fluid in the master cylinder?

Sure it's not a power outlet fuse? Under drivers side dash.

With the key on but not the engine, press the horn ring a listen for a click, that click is a horn relay. You may need someone to listed under the hood for you, If you don't hear the click, take the covers off the fuse box and see if there is a diagram for the relays that shows a horn relay. While you are checking, look for a fuse for the horn. In rare cases it could be the horn ring or the clock spring.

In most cars, the water going through the heater is controled by a valve near the firewall. This valve is sometimes controlled mechanically by a cable or in many newer cars by an electrically actuated valve. You will have to refer to a specific manual for location and type.
