Does my 2009 ford explorer have a cabin air filter?

I don't list a cabin filter available for 2007 - 2009 Explorer.Usually the smell is trapped water in the hvac box due to a plugged drain line. The water is supposed to drain onto the ground under the truck when the ac is on.

Water leak

Find a brave soul who will taste the water, just a tiny droplet. If it really is water, it should be coming from your air conditioner. You might take a flashlight and try to determine exactly where the water is coming from, by parking the car in the same spot each time, and then opening the hood and see what is above the drips. If it is radiator coolant, it should taste sweet, and should have some color, like whatever your coolant is colored. That could be pink, yellow, blue or green, but outside of a clear glass dish collector, it would be hard to tell. Radiators should not have water, it should be coolant, which is a 50%/50% mix of water and anti-freeze.Moisture on windows is a different matter, usually. We will hope the heater core is not leaking to cause the moisture on the windows, 'cause that is a terrible big job to fix.Be blessed.

When going up hill does not shift gears ,bogs down no power

What has used got to do with it? You have to go through the entire vehicle. Spark Plugs,Air Filter etc. Check all sensors, coils, fuel pressure, until you find something out of spec. You can not do that yourself. You need professional test equipment to check it out.
