If you turn the key and all of your power goes out. then you would have bad battery connection. Clean and tighten your battery cables.

Does the fuel pump run briefly when you turn the key to just on?

Make sure the blower motor is working & vents are connected.

Does a scanner communicate with the PCM / ECM engine computer ? any code's ? Does the engine have compression ? In time ? Timing chain etc....

Have you tested to make sure you have power to the brake switch on the pedal?

Fuel filter is usually within the engine bay. Follow the fuel lines and you will find it. There should be diagrams on the repair manual though. According to the manual, it's in the junction block. This is located at the left end of the dash assembly. You have to open the driver's door to see the access panel. Pop it off, and you will see a number of fuses, and at the bottom is the combination flasher.

It should be mounted to the left inner front fender liner, just forward of the PCM. According to the FSM, the TCM functions may be incorporated in the PCM, depending on the engine installed.

OK...an 87 Dakota is 30 years old now.....I'm guessing that there is something in your fuel system that is not letting the tank vent. Try driving the truck with the fuel cap loose or off and see if that helps...I think you may be drawing a vacuum on your fuel tank and it gets to the point where your tank pump can't push/pull any more fuel out of it. Try the above and see what happens...

Has the fluid ever been flushed and a new tranny filter installed? do that first.

Pull ALL THE OTHER FUSES before installing another 40 amp and turn on the key,then install one at a time until you hit the circuit that is shorted and blowing the fuse.Now you can trace that circuit for problems.
