If you are looking for the pump, it is only on California emissions level vehicles. All others have a purge valve only. If you have the pump, then it will be located on or very near the fuel tank. Look under the vehicle near the center of the fuel tank for the pump. The purge vent valve is in the engine compartment near the engine

Crankshaft key should be facing up....With valve cover off...observe that #1 cylinder Intake and Exhaust Valves are closed with rocker arms on the heel of the Camshaft.......In this position any factory timing marks should be evident.......

The fuel gage problem is either from a bad ground to the gage or the sending unit in the tank is bad. They will normally read a half tank or less when the car is full if the sending unit goes bad. I would put a scanner on the computer and check for any codes set.

It is hard to diagnose without being with the vehicle, but you might have corroded cables inside of the sheathing. Corrosion can cause high resistance and not allow the alternator to properly charge the battery. That explains the flickering lights and irradic readings from the gauges. The vehicle was running off of alternator power and not battery power. You need to check the connections for corrosion where the cables meet the cable ends and the connections at the battery. Make certain everything is clean and tight. If you are still having issues you might need to do a resistance test to the cables themselves.
