My Lotus Elise turn signals and hazard lights are not working. IS there anything I can check before taking it to the dealer?

Check fuses. Have you by any chance changed to LED bulbs? If so, flasher units must be changed as the new bulbs draw less current. If bulbs not changed, might try changing flashers anyway as they are cheap. These should be located in the fuse box for most cars.

Looking after supercharged elise in garage - went flat so charged battery, now won't start and there is a circular ring on the speedo just above centre - what is this?

If the alarm was on, when the battery went flat - and I suppose it was - then you have to follow the manual to teach in your keys again.

2005 Lotus Elise instrument cluster shorts in and out.

The "white plastic piece" you are referring to is probably a connector that mates with the cube shaped piece you mentioned.. If you remove the instrument panel and take it to an electronics supply store (Not Radio Shack) they might be able to help. Or go to a dealer.
