Why am I having constant power to stereo, windows, and wipers while key is turned off
Your ignition switch is defective. This is the part that gets turned when your key is in the ignition and the rod that sticks out of the key assembly turns it. If you take the two screws out (torx) that holds the bottom and top of the plastic cover right behind the steering wheel off you will see the black semi-round part on the left side of the steering wheel. To take that apart you will need torx security which you can get at harbor freight for about five bucks for the little folding thing with eight sizes. I had a very similar problem with a very similar vehicle if you go to YouTube and search 'Jeep Liberty no crank no start' look for the video by South Main Auto and he will take you through disassembling it and back probing the wires. You'll be back probing for the opposite however to see if there's power where there shouldn't be. You'll have to download a wiring diagram. You most likely will not have to replace the key or the transponder or do any of the dealership programming that costs money. That part should be about 15 or 20 bucks if you go to rockauto.com

2012 Jeep Liberty left rear window issues.
I would investigate for a wiring fault, although you seem to be having problems on a routine time line I expect it is just an intermittent fault, like a loose connection for example

you love to throw parts, why?
fuel will be dead, injectors dead if the PCM brains see spark dead. this is hard pure logic, and by law too. no crash and burn.
the spark is dead will it is dead for only these reasons on DIS spark engined cars, DIS has 4 COPS (coil over plugs.)
you said Spark dead but did not say all 4 COPS are dead;
oops that matters huge but lets pretend you said 4 cops dead.
if you'd have scanned the PCM you'd have see P03xx errors but did not do that, so you work blind.

not in timed right it cuts spark dead.
modern cars now DO THAT to stop valve damage.
and engine can be and interference engine, on all DOHC engines or orthers too.
So you timed it all wrong. that is my answer. blind and hands free.

forget fuel fix spark
scan it: here is how to scan properly for spark.
tool connected (obd2, 16PIN PORT AT KNEES)
scan it key on ,OMG it shorted errors P03xx?
then you crank it for 10secondS no more. battery fully charged !!!
and release the key do not Turn off the key noW !
scan it for 5 full minuteS to see if the P03xx errors roll out now
it will .i bet.
if the PCM cuts spark , it for sure knows that and tells you why now.
sure bad relays sure, and fuses sure.
The ASD relay cuts out by PCM demand and for errors it sees.

2003 Jeep Liberty water pump pulley
Most water pumps come with a pulley already fitted. Replace the entire pump and pulley as the pump blades are plastic and wear over time. Most vehicle manufacturers recommend changing the pump everytime you replace a timing belt. If you are removing the belt to do this job swap the timing belt for a new one. Always a good idea on older and higher mileage vehicles.

Liberty drains battery as soon as terminal touch post
If it drains it, you can attach an ammeter to the battery and pull fuses one at a time and see which fuse circuit is the problem one. Look for the amps dropping. There is always some drain due to certain electrical components being energized all the time like the ECM and the radio, but one will be drawing amps big time.
My liberty kills new battery as soon as I put the cables on the terminal
