If you are new to working on cars, you need to take this to a shop. There is an airbag in your steering wheel and it can injure/ kill you. But I think the clock spring might be going bad inside the steering wheel.

You have a small leak in the evap system if its not the gas cap I would look at the hose from the filler wear you put the gas in clamp could be lose or a rust hole in one of the pipes that go to the tank or a small hole in the top of the tank . Check the clamps

Plug a code reader into the ECM and see if it throws any error codes before guessing. Check the transmission park/neutral switch or for a manual, the clutch pedal switch as if either fail, it will prevent the engine from starting.
