If you leave that bolt out, it will surely mean an oil leak from the valve cover. The biggest thing to watch for is to make certain that shavings or debris do not end up in the engine. The part that you have circled looks like a studded bolt that holds the cam cap on along with sticking thru the valve cover to take a nut? If this is the case, just replace the bolt with a new one, tourque it down to the proper spec, and then install a new nut when installing the valve cover.

First hook up a pressure gauge to make sure there is a fuel problem. Could be that the fuel pump was not working because of a fuse or relay. Check them. You should be able to locate them using your owners manual. If you do not have a manual look for one here ManualsLib Makes it easy to find manuals online .

You will have to determine if it is fuel related or electrical.......Try checking a spark plug wire with a spark plug grounded to the engine....spark should be present....If spark is present, try turning the ignition switch on an listen for momentary fuel pump run.....Turn off and on at least 3 times for start prime....Then try cranking......if no start, most likely a fuel pump problem...Depress fuel pressure port fitting for presence of fuel...be careful of the fuel pressure fitting a fire hazard exist....have a fire extinguisher handy when working with fuel components.......
