If it turns over and starts, I would check the Neutral Safety Start Switch and it's connection down under on the side of the transmission? If you are experiencing lights and dashboard indicators coming on when inserting the key in the ignition but zero response from the solenoid on the starter or the starter turning over when turning the key switch to the start position, I would definitely check the Neutral Safety Start Switch. This switch is the one that allows you to start the vehicle by making sure you are in Park or Neutral. It's in a location on the side of the transmission where salt, sand and corrosive road debris can get trapped that eats away at wires and connections.

The piston is binding in the wheel brake cylinder, perhaps a bit of rust in the cylinder.

4wd or 2? well the RPO tag tells you which tranny box is there, and matters. some cars have more than one transmission used, GM sure. 4L60E is common. 700 is useless code means tranny problems but 717 sure in turbine speed, and is on the tranny oil pump the turbin connect to the pump. 8 transmission use no counting the diesel so learn to read YOUR PRO codes. ALL GM cars /trucks all have RPO codes. (as builts) and will tell you in 1 second what M coded transmission is there Mxx but this this sensor is not easy reach.
