you should look at the fusible links that come off the starter relay.they look like normal wires but they are designed to burn in two if there is too much draw.to check them you only need to pull on the caseing of the wire to see if it is stretchy or not.if it is then replace it,if it's still stiff it's o.k.if you need to replace it then something in your car caused it to blow or it got week over time.hope this helps.
Code 16 means the PCM is offline or there is a communication issue between the PCM and PATS controller. Depending on model and year, the PATS controller could be in the instrument cluster, BCM or stand alone PATS module.

You may if you wish, try to pull the left side of the bezel out a few inches and reach behind it. You will have to pull it out because the way the headlight switch is clipped in, you have to press some tabs inward and it will release outward. You can unplug the dimmer switch and the headlight switch after its free.

well makes no sense turnsignals are on ignition switch fed fuse and brake lights are on 24 hour fuse.. to me sounds like bad turn switch... it handles turn signals also hazzards. and brake lights have to go through the turn switch also... it is common problem.. combination switch is what they call it.. not hard to replace either....let me know
you may not have the rod in the correct position so it pulls and pushes. the key has to push to start and pull the rod back to turn it off. you may have to reinstall the key lock cylinder with the rod in the right place.
I have a 92 Crown Vic first and second works fine reverse works fine when it shifts in the third gear it goes to slipping and overdraft can you help me fix this problem thank you
