Check for a amp under one off the seats

The manual will tell you what it means. You can download one at Dodge.com/ownersmanual. Look on the door tag to see where it was manufactured. Get the appropriate one. Canada has different lights than the USA.

That is going to be a wiring fault between your seat belt latch and the body control module or a defective seat belt latch.

ENGINE OIL

You will need to use a 10W-30 grade engine oil, such as any of the following Mobil products.

your tranny is going into limp mode,
the computer is not seeing info from the speed sensor,or output sensor,or the input sensor.
if you have the van checked for codes it will tell you which one,none are too expensive

we can't see you hands touch what./ learn to post photos of things you do not undertand to the blind here. no that is HVAC (my best ESP lame guess is) HVAC is AC cooling lines , most are shinny aluminum. and all have high side / low side R134 port fittings if they leak then the fitting valve is a wreck. and needs full AC vacuum pump down and refill. after new valve bad is replaced. first. at (evacuate and store step done) using cheap gauges does that, if the gauge fitting is dirty . or your R134a fill port is dirty and you connect them. you wreck the valve. with junk. (or both dirty, wow) we blow them out first with shop air to avoid that bad act;. if lucky (not now too late) tickle the valve until it shuts off.

the ground wire will be attached to the frame normally on the passenger side inner rail it looks like a flat wire abiut 1 inch wide right under the passenger seat on the rail

Look around crankshaft pulley there should be a electrical plug I think 3 wire in our around area if you have access to a lift you can get to it easier.

I would replace one of the lighters themselves... not not be a fuse...once you get one out you can test the wires for power...They go bad
