Try using the old key and place it near the barrel then turn the new key. These keys have RFID that the immoblizer can detect. Once key is changed, it will still look for original key to disable immo.

You have short. Check to see what else is connected to the same fuse and start isolating wires to see which one is the one shorted, you'll need a test meter to check for continuity and trace the short otherwise you'll be buying more fuses

The best way is check fuse using circuit tester with lamp, if all fuse is ok generally first time the electric power will turn the main relay ON

I can't say that I have ever done a Citroen, but most manufacturers use a twist off headed bolt as a security measure. You can usually get these to back out by using a sharp punch and small hammer to back them out.
