Unless someone has replaced the factory gas cap, it doesn't have a locking cap. Check the center of the cap for a slot to insert a key, if it does, it is a locking cap and isn't the original.

The anti-theft system is there to stop theft of the vehicle, basically what you are trying to do. You have to fix the system, not find a way around it. This is the reset. As long as you battery is good and fully charged, it should only need doing once. Just leave the key in the run position and the "Theft System " light on the dash will be flashing. Leave the key on for about 10 minutes and the light will stop flashing and go on solid. Then the theft system is disable.

The reason it works fine when you first start the engine is the ABS and Traction system do a self check each time the engine is started. If u have an old spark plug lying around, remove one spark plug wire and attach it to the plug and lay it against the block.
