There is no replaceable fog lamp relay. It's built into the digital instrument panel junction box (IP) and switches power using an intelligent power switch (power transistor) that's soldered to the board. When you turn on fog lamps the body control module sees the signal from the fog lamp switch. It sends a digital signal to the IP which tells the IPS to power the fog lights. You need to use a pro scan tool to see if the Body control module is receiving the fog lamp request and then see the IP is receiving the command to switch on fog lamps.

Hook up a fuel pressure gauge an see if you are not loosing fuel pressure causing this running problem. Hook it up to the fuel rail with a long enough hose to locate the gauge where you can watch it while you are driving. If you are loosing pressure then check for fuel resistance in the line, fuel pressure regulator or fuel pump going bad.

Permanent removal would be to disconnect front prop shaft. Get under, usually four, half inch nuts either side. Loosen and remove.

Check your ground wire. You should have a wire going from the case of the alt to ground. If there is none, get a decent wire and find a screw on the alt and then to ground. If that stops the warning light, get a good wire on good grounds. Is this a new or refurbished Alt ? The regulator is built in on these. Get a volt meter from a friend and see if you are putting out 13.8V when running and it's a solid 13.8 volts.
