BMW 323i 1999 takes a
Friend, you've changed everything but the right thing. The temperature sending unit. It tells the computer to go into cold start mode to start the engine by putting more fuel into the engine. If this sensor is erratic, sometimes don't work, it will cause a hard start situation if not in cold start mode. Dealer cant find this because it's a manual thing and may not be showing up on his tester.

German cars usually have one item on the route of the serpentine belt that is adjustable.
Traditionally, the way this is adjusted is with a long threaded shaft like a screw, and on that shaft is a lock device to lock the adjustment of the adjusted accessory.
Many times, it is the alternator that is adjustable.
You would loosen the locking clamp, then turn the nuts on the threaded rod, and as you move the part (alternator, for example) towards the engine, the belt will loosen.
Replace the belt and then tighten the nuts and tighten the lock.

On a cold start, the engine struggles
probably a bad air/flow sensor, try to clean it with sensor cleaner, its by the air intake filter box. if not clean the throttle body really good.

Change your fuel filter and check the fuel pressure at the fuel rail.
My top won't fully come down 1999 323i conv.
there is sensors in your boot and on under the flap that hides the roof if one of them is faulty you come stuck. the sensors are there so you dont try and drop the roof why the boot is open
