If the screw(s) on the carb make no difference... the throttle cable may need to have slack added... IF there is an adjustment at the handlebar... start there and give it slack -- The throttle should be able to move without revving the engine.... if there is not slack or play... adjust the cable until there is.- the next adjustment is at the top of the carb, where the cable goes in -- ....If this does not help, you may have pinched the throttle cable, or have an air leak or the intake valves are too tight-(usually manifest in a "slow to idle" - "run away idle" situation) .....
Hey Scott, you might have more issues than just an idle speed, have you installed a new spark plug lately?.. had the carb cleaned and set by a qualified professional... have your cleaned or replaced the air filter?
Try these steps first.. then reply to me.
Check for vacuum leaks. Spay starter fluid around intake,carb base, etc., while engine is idling, listen for change in engine idle. To show your appreciation press the helpful button and follow me on fixya for more tips and info.
1. Check the INTAKE valve clearance!!!!
2. Check for an air leak
3. Install a new spark plug and air filter!!
4. Check the compression..
5. Have the carb professionally cleaned and set!!

Your pilot jet in the carb is plugged up or to small you will have to pull the carb out and clean it if you have a wire brush you can use 1 of the needles off it that will fit in the tiny hole in the pilot jet push it through and then spay carb cleaner through it and the main jet put back together and it should run fine
