clean idle jet. If that does not do it. back out fuel mixture screw 1/4 turn

Lots to check for small engine. First, have Starter draw checked for spinning Voltage draw. May be turning below what is needed to get engine going. Check compression specs. 60 sounds better than 30, most engines should not be more than 10% different in cylinder to cylinder compression. Spray small amount of 30W oil in each cylinder to determine if compression changes. Rings at fault if it does help, valves at fault if it does not.
Did it fire with ether? Should have run for a couple of seconds with ether. The valve timing is important and you need to adjust the valves to insure best compression. Even if you have Specs to adjust a warm engine, you need to be close on a cold engine. Don't remember if Fergusons had optional adjustable lifters like Fords.
Bad coil? They can be bench checked. Check also with hot wire to coil disconnected if your switch is letting power go to coil in RUN position.
Check your Cam timing and distributor as well as the capacitor inside the Distributor. Firing order?
