2006 suzuki king quad won't start. FI light is flashing all the time. What's wrong?

I was originally getting a C32 code but i cleaned the injector and that went away. Now I'm stuck with the FI light flashing once a second. I put it into dealer mode and code C00 (which I know is good) pops up and the light stops flashing. As soon as I take it out of dealer mode the FI light starts flashing again. I really hope this is something easy that I am missing Update. I've found that I am not getting fuel. Injector works fine. hooked a power supply up to it and it allows compressed air through. I have fuel to the top of the injector. I've checked the CKP and its resistance is in normal range. However the peak voltage is below normal. Checked out the old one and I get the same voltage. I need help
