Carb is clean, seal to motor is tight, fuel/air screw doesn't change anything, new plug, new gas, new oil and filter, sprayed starting fluid to check for air leaks.
Your air/fuel mixture is incorrect, more than likely to lean
1, check your air breather and filter
2, check your pcv valve
3, check that you spark plug is clean an properly gaped
4, check float level
5, check mixture jets
6, check needle valve and seat
7, check to see that your ignition timing is correct and your flywheel key is undamaged.
8, check to see that you throttle plate and or cable are not sticking
9, low grade fuel
10, water in fuel
to remedy the last two conditions add 2 ounces of Seafoam per gallon to your gas tank
