My 2014 sportsman 570 will not start in the open wind but starts fine in a shelter in the cold. Is that because of where the battery is located on the frame just behind front tires? I had no trouble with my 1998 with battery under seat. would a battery pack warmer work?

Sounds like the throttle position sensor is bad. It won't let the engine start while it is "sensing" wide open throttle. This is something for the repair shop... 70 miles.. Warranty???
when you moved make sure you did not hit the kill switch that will not allow a spark .. the other thing you can try is to see if there is a spark. you can pick up a spark tester at any auto store
check transmission shift levers.
polaris has over ride safety switches..
owners manual may help....
or fuel ice blockage at or near the tank pickup,or flow/noflow valve.
could be ice in float bowl of carb. (if not efi.)
...maybe use hair dryer to heat area near carb/efi unit.
2 ways f you have a gas shut off on the bike you can shut it off and turn the bike over a few times to dry it out . best way is to remove spark plug blow it dry be carefull not to bend the prob. or just replace the plug any one should help you get it going if you have spark
