ther are some plastic plugs on the left side case cover, the timing is set with the piston at TDC, Top Dead Center, the piston is at the top of the compression stroke and the cam lobes point up, this is also a good time to check valve clerance. to set timing rotate the motor slowlly untill a notch is visible in the window of the small offcenter side plug or maybe marked T but not F. the cam gear also has a mark that corisponds to a notch,

right below your kick start is some wires they run to a nuetral swich it should be a green and white wire the green one is the one you want pull it off and try grounding it out and see if it starts if it dose the swich is bad

Probably just an overflow hose from the carb. If the float gets stuck or gummed up, too much fuel will go in the carb and come out, the hose routes the excess fuel away from the hot cylinders, etc and to the ground.
