Ok.. clean around the spark plug really well.. you do not want crud falling into your engine when you install the compression gage..
Make sure your spark plug wire is out of the way..
Once you have the gage screwed in..(MAKE SURE THE GAGE THREADS ARE THE SAME LENGTH AS YOUR SPAK PLUG!!).. hand tight! Hold the throttle wide open and turn the engine over for about 3-4 seconds.. it should read about 120psi+.. I have seen a single cylinder engine run with 88 lbs. before..but if you have less than 100psi.. its time for some investigation.. it could be the valves not seating (warped - too tight)..or just normal wear for a 20 year old atv.
New piston/rings.. complete valve job,. carbon clean out.... you should be ready for another 20 years.. KEEP the air filter clean and the box sealed!!

check fuel is getting throgh the carby by opening the blead screw at the bottom of the bowl!

could also be a valve sticking. Do you have the clamps on the carb? It shouldn't pop off the intake.

If it is the front brakes, you'll have to remove the wheel cyclinders, they tend to seize up and don't retract.
You can buy new ones or clean yours, provided they aren't leaking.
If they are leaking you'll have to replace the rubber caps.
Takes approx 2 hours to do both sides.
Since its a 1991 i would replace the brake fluid as well.
If its rear brakes - hydraulic - check the floowing:
Remove the caliper and stick a big wide screwdriver between the pads and pry them apart.
Reassemble. Sometimes the pads stick to the rotor if e-brake was left on for a while.
Cost only your time and about ten minutes.
If its drum brakes that are sticking, check that the cable isn't adjusted too tight first.
If cable seems fine then remove the drum and look at the pivot arm, it may need to be removed and then grease the hole it rides(turns) in.So it returns, The spring on the outside of the pivot arm makes it return so make sure that spring is on too.
That should free up your stuck brakes
